Requirements for Recipients

Grant recipients will be required to comply with a variety of special conditions and guidelines unique to the grant program providing the funding. Two major areas of requirements include reporting on the scope of activities and complying with Civil Rights requirements.

Civil Rights

Civil Rights compliance is the process of ensuring that recipients of financial assistance from the Office of Justice Programs and its components are not engaged in prohibited discrimination. The primary objective in accomplishing this mission is to secure prompt and full compliance with all civil rights laws and regulations so that needed Federal assistance may commence or continue. Civil rights actions include discrimination of persons or organizations on the basis of race, color, national origin, religion, sex, disability or age.
 

Reports

Accurate and timely reporting is essential to decision-makers both at the State Department of Justice and at the Federal level. All grant funding is competitive and performance-based, and recipients must be able to justify the programs supported with grant funding by providing quantitative and qualitative data showing positive outcomes.

  • Expenditure Report – An expenditure report is an Excel-based tool developed by the NH Department of Justice. The report must be filed monthly or quarterly by all grant recipients to record expenditures that are compensable under the grant program. The report initiates the payment process. Recipients may request an electronic format of the report from their grant program manager.
  • DCTAT – This Web-based reporting format must be used by recipients of funding under the office of Juvenile Justice and Delinquency Prevention, including the Enforcing Underage Drinking Laws grants.
  • PMT – The BJA Performance Measurement Tool supports BJA grantees ability to identify, collect, and report performance measurement data on activities funded by their award. The tool is used for reporting performance measures by recipients of Justice Assistance Grants, Drug Court Programs, Residential Substance Abuse Treatment Programs, Second Chance Act, and ARRA Byrne and JAG programs.
  • VOCA Annual Performance Report – The Victims of Crime Act Annual Performance Report compiles information from VOCA recipients to give a comprehensive state-wide picture of the types of services provided to victims, how many victims receive assistance, and emerging issues in the victim services field.
  • STOP Violence Against Women Annual Performance Report – Requires subgrantees to track results in achieving training and community coordinated response goals as set forth in the state's STOP Implementation Plan.

Registration Requirements

Recent federal rules require that any applicant for federal funds, either as a primary recipient or a sub-recipient, meet certain federal registration requirements before receiving federal funds.

  • All applicants are required to obtain a DUNS number. Please visit the Dun and Bradstreet website or call 1-866-705-5711 for details on how to obtain a DUNS number. Applicants will need to have a DUNS number in order to receive an award; however, they need not have one prior to submitting an application. Applicants should begin the process for obtaining a DUNS number prior to the submission of an application to this office.
  • All applicants are required to register with the System for Award Management (SAM). Details on how to register may be found on the SAM website. Applicants will need to have completed the SAM registration process in order to receive an award; however, they need not have one prior to submitting an application. Applicants should begin the SAM registration process prior to the submission of an application to this office.
