Disclosure of the Law Enforcement Officers' Names from the Officer-Involved Shooting at the Quality Inn in Manchester, New Hampshire on March 27, 2019
Concord, NH – New Hampshire Attorney General Gordon J. MacDonald, New Hampshire State Police Colonel Christopher Wagner, and Manchester Police Chief Carlo T. Capano release the names of the two law enforcement officers involved in the incident that took place on March 27, 2019, at the Quality Inn in Manchester, New Hampshire.
Special Agent Jean Drouin of the Drug Enforcement Administration and Detective Cliff Ellston of the Manchester Police Department discharged their weapons during the encounter with Stephen Marshall. As a result, Mr. Marshall was killed by gunfire.
Special Agent Drouin has been a member of the Drug Enforcement Administration for approximately twenty-two years and is assigned to the Manchester District Office. Detective Ellston has been a member of the Manchester Police Department for approximately eleven years and is assigned to the Drug Enforcement Administration's Drug Task Force.
The exact circumstances surrounding this incident remain under active investigation. A report regarding whether the use of force was justified will be released once the investigation is completed.
