Plea of Carlos A. Williams-Miranda (D.O.B. 08/3/82) to Certifying a False Statement and Identity Fraud in Connection With Asbestos Abatement License Application

Attorney General Kelly A. Ayotte, Special Agent in Charge Michael Hubbard of the United States Environmental Protection Agency’s Criminal Investigation Division, and Special Agent in Charge Leo J. Sullivan of the Office of Inspector General, Social Security Administration, announce that Carlos A. Williams-Miranda (D.O.B. 08/3/82) of Lawrence, Massachusetts pled guilty yesterday in Merrimack County Superior Court to one felony count of certifying a false statement and one felony count of identity fraud. The defendant admitted that on March 14, 2006 he certified on his asbestos abatement license application submitted to the New Hampshire Department of Environmental Services that all information was true and correct to the best of his knowledge and belief when, in fact, he had submitted a falsified asbestos abatement training certificate with his application. The defendant also admitted that he recorded another person’s social security number on his application.
Following a waiver of indictment and arraignment, Judge Edward J. Fitzgerald accepted the defendant’s pleas and sentenced him to two concurrent terms of six months in the House of Corrections with five months suspended for a period of one year. The defendant’s sentence is conditioned upon his good behavior. Moreover, the defendant is not permitted to perform any asbestos abatement work while he remains unlicensed to do so.
Investigators from the Environmental Protection Bureau of the New Hampshire Attorney General’s Office, the Environmental Protection Agency’s Criminal Investigation Division, and the Office of Inspector General, Social Security Administration, investigated these charges, with assistance from the New Hampshire Department of Environmental Services.
