SUBJECT: Arraignment of Carlos A. Williams-Miranda (D.O.B. 08/3/82) for Certifying a False Statement and Identity Fraud in Connection With Asbestos Abatement License Application

Attorney General Kelly A. Ayotte, Special Agent in Charge Michael Hubbard of the United States Environmental Protection Agency’s Criminal Investigation Division, and Special Agent in Charge Leo J. Sullivan of the Office of Inspector General, Social Security Administration, announce the arrest and arraignment of Carlos A. Williams-Miranda (D.O.B. 08/3/82) of Lawrence, Massachusetts. The State has charged that on his March 14, 2006 application to the New Hampshire Department of Environmental Services for an asbestos abatement license, Williams-Miranda certified that all application information was true and correct to the best of his knowledge and belief when, in fact, the asbestos abatement training certificate he submitted was falsified. In addition, the state alleges that Williams-Miranda recorded another person’s social security number on the asbestos abatement license application. On March 20, 2006, Williams-Miranda was arraigned at the Concord District Court on one class A felony count of identity fraud and one class B felony count of certifying a false statement. Williams-Miranda is being held on $30,000 cash bail and has been ordered to forfeit his passport. Williams-Miranda’s probable cause hearing is scheduled for March 31, 2006.

Investigators from the Environmental Protection Bureau of the New Hampshire Attorney General’s Office, the Environmental Protection Agency’s Criminal Investigation Division, and the Office of Inspector General, Social Security Administration, continue to investigate the circumstances surrounding this incident.
