New Hampshire Attorney General Michael A. Delaney, New Hampshire State Police Colonel Robert Quinn, Winchester Police Chief Gary A. Phillips, and Swanzey Police Chief Richard V.C. Busick, IV, announce that an investigation is ongoing into a fatal officer involved shooting incident. The incident took place at an apartment at Keene Road in Winchester, New Hampshire on Monday, June 27, 2011, at approximately 9:09 p.m.
The incident began when four police officers from the Winchester and Swanzey Police Departments responded to a call regarding a family dispute. The initial investigation reveals that once at the apartment building, the police officers encountered an adult female who told them that her husband was inside, that he was armed with a knife, and that he was suicidal. The officers went into the apartment and tried to convince the adult male to drop his knife by using a combination of verbal commands and TASERs. Neither the commands nor the TASERs were effective. As the man continued to advance toward the police officers while armed with a knife, one of the officers fired his handgun at the man and killed him.
None of the responding police officers were physically injured during the incident. None of the apartment building's other residents were injured either.
An autopsy is expected to be done on Wednesday to determine the deceased's exact cause and manner of death. His name is being withheld pending notification of his next of kin.
The investigation is still on going.
