Attorney General Michael A. Delaney today announced that Leo Gordon Carter, age 55, of Rochester NH, has been indicted by the Strafford County Grand Jury on several charges related to the negligent care of his elderly mother. Carter has been charged with felony-level offenses of Criminal Neglect of an Elderly, Disabled or Impaired Adult and Second-Degree Assault. Carter also faces a misdemeanor charge of Endangering the Welfare of an Incompetent Person.
In July 2010, emergency medical services responded to Carter's Rochester residence where he lived with his 85-year old bed-ridden mother. Upon arrival, Carter's mother was found to be suffering from malnutrition, severe dehydration and infected bedsores. Carter was his mother's sole caregiver.
The case was investigated by the Rochester Police Department and is being prosecuted by the Attorney General's Elder Abuse and Financial Exploitation Unit. Arraignment on the charges is scheduled for 9:00 a.m. on April 28, 2011.
