Any executive branch State employee may request an ethics opinion by submitting the request in writing to the Executive Branch Ethics Committee, 33 Capitol Street, Concord, New Hampshire 03301.
The Executive Branch Ethics Committee has jurisdiction to issue guidelines, interpretive rulings, and advisory opinions relative to standards for ethical conduct in the executive branch and to resolve, through procedures established under RSA 21-G:32, issues, questions, or complaints involving executive branch officials who are not classified employees.
The jurisdiction of the committee consists of matters arising under:
- The executive branch code of ethics, RSA 21-G:21-27,
- The law requiring specified public officials to disclose their personal financial interests, RSA chapter 15-A,
- The law prohibiting the receipt of gifts and regulating honorariums and expense reimbursements, RSA chapter 15-B,
- Rules or guidelines adopted by authority of those laws,
as applied to executive branch officials who are not classified State employees.
The Executive Branch Ethics Committee does not have jurisdiction over City, Town, School, or Village District officials or employees. There is no specific body established at the State level to provide ethics opinions regarding the ethical responsibilities of municipal officials or employees. Address concerns regarding ethical issues to the governing body of the municipality , the Mayor, City Council, Board of Selectmen, Town Council, School Board, or Village District Commissioners.
